Mr. Si Ka Lon introduced the reasons for launching the IECMF, saying that over the past seven years when working at the Legislative Assembly, he has paid great attention to the development of moderate economic diversification in Macao and maintained close communication with the MICE industry, cultural and creative industry, TCM industry and logistics industry. The pandemic has had a serious impact on diversified industries and various activities such as conventions and exhibitions are expected to play a role in connecting with other diversified industries and exploring more feasible development paths, so as to contribute to Macao’s economic recovery.
Mr. Si Ka Lon also shared his learning experience as a member of the NPC Inspection Team in Hebei. He introduced the green development of Saihanba, emphasizing the importance of environmental protection to sustainable development. He affirmed the necessity to practice China’s five-sphere integrated plan. With the pandemic revealing the challenges posed by environmental crises, China has attached great importance to improving the crisis management system, and the National Health Commission has supported Macao in holding relevant international crisis management forums and actively improving the preparatory work for the IECMF, leveraging the advantages of “One Country, Two Systems” and aligning with China’s directions.
Mr. Francis Lui shared his experience as an engineer, mentioning that due to his professional philosophy, he used to highly value environmental protection and energy conservation standards of building materials, and was impressed by President Xi Jinping’s outstanding foresight “clear waters and green mountains are as valuable as gold and silver mountains” which resulted in China’s remarkable achievements in environmental improvement. He believes that the IECMF has a twofold significance. First, it will help more people realize their shared responsibility for environmental protection and let environmental awareness take root in their minds. Second, it will inject new impetus into the development of Macao as a world tourism and leisure center and the recovery of the MICE industry and business circles.
The two sides also held in-depth discussions on “comprehensive tourism and MICE industries” in Macao and the development of the Guangdong-Hong Kong-Macao Greater Bay Area. Mr. Lam Chong In shared the history of the MICE industry promoting the Macau • China Diamond & Gem Exchange, the Asia-Pacific Carbon Trading Center and the Asia-Pacific Convention and Exhibition Training Center. He believes that the MICE industry serves as a pathfinder for the development of emerging industries and diversified industries in the city. Through its combination with the TCM industry or featured finance, it can help diversified industries find the right direction, integrate resources, and gather strengths to tackle problems. Mr. Francis Lui agrees with the idea of “developing a comprehensive MICE industry” and looks forward to strengthening cooperation between the two sides in the field of conventions and exhibitions.

Recently, a delegation of eight representatives of the organizers of the International Environmental Crisis Management Forum and Exhibition (IECMF), led by Mr. Si Ka Lon, President of the Guangdong and Macao Federation of Industry and Commerce, and Mr. Lam Chong In, President of the Macau Fair & Trade Association, paid a visit to Ms. Leong On Kei, Chairman of the Administrative Council of Legislative Assembly and Member of the Legislative Assembly. Mr. Si Ka Lon explained the reasons for launching the IECMF, saying that the forum will help promote China’s successful experience in fighting against the epidemic and accelerate the MICE industry’s recovery. Ms. Leong On Kei affirmed the significance of the forum and expressed her full support.
Mr. Si Ka Lon said that the world has been facing constant trials from the epidemic, and China is the first major economy to resume growth. There are sufficient examples of epidemic prevention and control and economic recovery, showing China’s strong environmental crisis management capabilities. The IECMF will invite people awarded with national honorary titles in the country’s fight against COVID-19 to Macao to share their experience and national experts on disaster prevention and alleviation to share their crisis management strategies. In addition, it will organize science and technology enterprises in the fields of crisis management and epidemic prevention, as well as traditional Chinese medicine (TCM) enterprises, to participate in the exhibition in Macao, so as to deepen leading enterprises’ understanding of local science and technology innovation policies and TCM science and technology industry policies and promote their cooperation with local enterprises.
Mr. Lam Chong In recognized the MICE industry as an important driving force in urban development and regional industrial cooperation and development. He appreciated the government’s attention and support to the MICE industry, such as proposing to set up a Guangdong-Hong Kong-Macao exhibition platform on the artificial island in Macao’s Urban Master Plan. The relevant plans have greatly boosted the local MICE industry’s confidence and enhanced its status and advantages in the MICE Alliance of Guangdong-Hong Kong-Macao Greater Bay Area. The MICE industry will make full use of its role as an intermediary for introducing foreign capital and establishing domestic connections to promote trade, innovation and cooperation.
Ms. Leong On Kei remarked that environmental crises are a common challenge for all mankind and an increasingly important issue in urban governance. After years of development, the MICE industry in Macao has become a significant member of local diversified industries with mature operation experience. It is expected that through the MICE industry, Macao will become a vital platform for the Guangdong-Hong Kong-Macao Greater Bay Area to connect with international industries, attract high-end domestic and international tourists, and inject strong impetus into Macao’s economy after the epidemic.
Also present at the visit were Ms. Sam Wai Nei, Supervisory Committee Chairperson of the Macau Fair & Trade Association; Mr. João Ramos, Deputy Council Chairperson of the Macau Fair & Trade Association; Ms. Mani Fok, Supervisory Committee Member of the Macau Fair & Trade Association; Mr. Sou Keng Ioi and Ms. Ariel Lau, Event Supervisors of the Macau Fair & Trade Association; and Mr. Zhang Senhua, Deputy Secretary-General of the Guangdong and Macao Federation of Industry and Commerce and Project Director of Review Culture Co., Ltd.

Recently, representatives of the organizers of the International Environmental Crisis Management Forum and Exhibition (IECMF) paid a visit to Wynn Macau. The representatives include Mr. Si Ka Lon, President of the Guangdong and Macao Federation of Industry and Commerce; Mr. Zhang Senhua, Deputy Secretary-General of the Guangdong and Macao Federation of Industry and Commerce and Project Director of Review Culture Co., Ltd.; and President Lam Chong In, Supervisory Committee Chairperson Sam Wai Nei and Deputy Council Chairperson João Ramos of the Macau Fair & Trade Association. They were received by Ms. Linda Chen, Vice Chairman and Executive Director of Wynn Macau, Limited; Ms. Jasmine Cheong, Executive Director of Community and Government Relations of Wynn Macau and Wynn Palace; and Dr. Jason Ni, Executive Director of Research, Planning and Strategy at Wynn Macau and Wynn Palace.
During the meeting, Mr. Lam Chong In and Ms. Sam Wai Nei made a detailed introduction to the preparations for the IECMF. Ms. Linda Chen recognized the IECMF’s significance and the importance of cooperative governance in environmental crises during the epidemic. She indicated that Wynn Macau is willing to serve as a support unit and participate in the forum, and that it will assign the procurement department to conduct on-site inspection and provide support for the construction of the disasters information pavilions. The two sides also had in-depth exchanges on topics such as the moderate diversification of Macao’s economy and the development orientation of the MICE industry.
Mr. Si Ka Lon said that China has set an example in the global fight against the epidemic and Macao is a model city in this endeavor. Governments, societies and enterprises all have gained valuable experience that is worth summarizing, promoting and sharing. The epidemic has affected various industries in different regions, all of which are actively seeking changes and opportunities. As one of the four core cities in the development plan for the Guangdong-Hong Kong-Macao Greater Bay Area, Macao can join hands with cities in the Greater Bay Area through its MICE industry to seek common development and create a platform for exchanges and cooperation regarding global environmental crisis management. This year, the IECMF will invite technology companies specializing in medical equipment, Chinese and Western medicine treatment, environmental management and other fields, in the hope of injecting impetus into the development of the traditional Chinese medicine industry in Macao and the resumption of work and activity in the MICE industry.
Mr. Lam Chong In shared the concept of “comprehensive MICE and tourism industries”, pointing out that the MICE industry should serve and guide the transformation and upgrading of urban industry structures, stimulate various industries and gather experts and scholars in various fields to exchange views on the economic development orientations of relevant industries, which will generate immeasurable benefits. The synergy between the IECMF and industries related to public environmental health can help expand customer bases and explore potential business opportunities, making greater contributions to promoting Macao as a world tourism and leisure center and driving the moderate diversification of Macao’s economy.
Ms. Linda Chen introduced Wynn Macau’s experience in dealing with windstorm disasters and epidemics. She said that building a safe and healthy community is the common responsibility of all sectors of society. It is high time for Macao to enhance in-depth promotion of environmental protection and crisis prevention. She remarked that crisis management measures involve comprehensive information releases and management of response arrangements, and that this forum can help strengthen cross-sector exchanges and mutual learning.
Regarding the development of Macao’s exhibition economy, Ms. Linda Chen shared how to integrate all walks of life in it. She spoke of her belief that the exhibition economy plays an important role in boosting the development of diversified industries. Macao’s high-end tourism can improve the effects of conventions and exhibitions and attract a huge group of participants, thus bringing more business opportunities and spending power to Macao. Meanwhile, top hotels and quality services in Macao are more likely to attract exhibitor leaders to Macao as their first choice for exchanges or private high-level meetings, which distinguishes Macao’s tourism industry from that of other places. Therefore, by leveraging these advantages, we can attract more investment from entrepreneurs, who are able to exert positive impacts on the development of Macao’s economy and become role models for young people.
Ms. Linda Chen further stated that Macao residents should be encouraged to actively engage in the development of the MICE industry, so that they can associate themselves closely with the exhibition economy, feel the inspiration and business opportunities brought about, and share the development achievements with various communities and social classes in Macao, developing Macao into a convention and exhibition center in Asia.

Guangdong and Macao Federation of Industry and Commerce and Macau Fair & Trade Association visited SEF to discuss environmental crisis management
In order to make preparations for the International Environmental Crisis Management Forum and Exhibition (IECMF), a delegation of eight people, led by President Si Ka Lon of the Guangdong and Macao Federation of Industry and Commerce and President Lam Chong In of the Macau Fair & Trade Association, recently paid a visit to the Secretariat for Economy and Finance (SEF). They were received by Mr. Lei Wai Nong, Secretary for Economy and Finance; Ms. Ku Mei Leng, Director of the Office of the Secretary for Economy and Finance (GSEF); Mr. Lau Wai Meng, President of Board of Directors of the Macao Trade and Investment Promotion Institute (IPIM); and IPIM Executive Director Sam Lei. The two sides exchanged views on promotion of the advantages of the IECMF platform, joint epidemic prevention and control measures between Macao and the Chinese mainland, and the development of the MICE industry during the epidemic.
Mr. Si Ka Lon introduced the purpose behind the IECMF’s initiation and stated that China has gained successful experience in environmental crisis management and response, especially the overall strategy of fighting the epidemic. The combination of the joint prevention and control mechanism of Guangdong, Hong Kong and Macao and the urban prevention and control strategy of Macao sets a feasible model for regional cooperation regarding crisis management. Giving full play to Macao’s roles as an exchange and cooperation base for Chinese and Western cultures and an international convention and exhibition platform, the IECMF will actively promote exchanges on crisis management experience between China, foreign countries, regional cities, and even different stakeholders in society, and inject more positive energy of mutual learning and support into the cooperation in international environmental crisis management.
Mr. Lam Chong In thanked the government for devoting attention and support to the plight of the MICE industry, especially for its measures such as “work-based welfare” and “training with subsidies” to help stabilize the industry’s talents and strengths. He indicated that the MICE industry is a service provider for policy advocacy and industry matchmaking. Industry associations shoulder the responsibilities of leading the industry to tide over difficulties and holding events to attract more clients’ attention to Macao as a convention and exhibition platform and create business opportunities for exhibitors and the local MICE industry. The epidemic has reflected the needs of global governments, societies and enterprises to exchange governance and cooperation experience. The organizers have sent letters to UNESCO and the World Economic Forum for support in the establishment of the International Disasters Information Pavilion, and have gained full support from Macao Daily News and other institutions in setting up the Macao Local Disasters Information Pavilion. It is hoped to extensively publicize the global challenges brought about by environmental crises and gather forces from all walks of life to enhance cooperation in environmental crisis management.
Mr. Lei Wai Nong granted full recognition and support for holding the IECMF. He pointed out that environmental crises are a major test for modern urban governance, and that ensuring safety is a prerequisite for the orderly operation of economies and societies. Thanks to Macao citizens’ full cooperation, the epidemic prevention in Macao has achieved good results, which bolster tourists’ confidence in this healthy and safe city. He spoke highly of the MICE industry for sticking to their posts and sparing no effort to maintain the teams. He believed that the IECMF can not only promote exchanges between different regions and cities to improve solutions to crises, but also inject momentum into the MICE industry’s recovery. It is hoped that the MICE industry will provide targeted services to meet clients’ needs, actively promote city brands and expand the social benefits of events through live broadcasts and other methods.
Mr. Lau Wai Meng said that he is happy to see the industry launch meaningful new convention and exhibition projects. He spoke of his belief that the event can promote professional exchanges and industry cooperation, and make more people realize that Macao is a safe city. The IECMF is expected to become an iconic project in the field of environmental crisis management.

Recently, a delegation of eight representatives of the organizers of the International Environmental Crisis Management Forum and Exhibition (IECMF), led by President Si Ka Lon of the Guangdong and Macao Federation of Industry and Commerce and President Lam Chong In of the Macau Fair & Trade Association, paid a visit to Sands China. Dr. Wilfred Wong, Sands China President, and Mr. Sam Chong Nin, Vice-President of Corporate Communications and Community Affairs, warmly received them. The two sides exchanged views on the content of and preparations for the IECMF and anti-epidemic measures. Mr. Si Ka Lon sincerely invited Sands China to serve as an IECMF support unit, participate in the exhibition and serve as a guest speaker to share Sands China’s responses to environmental crises. Dr. Wilfred Wong welcomed the delegation and expressed his willingness to support the IECMF. He agreed to organize participation in the exhibition, arrange the speech, and appoint his purchasing department to visit the exhibition and make purchases.
The IECMF is the first professional forum and exhibition ever held in Macao under the theme of epidemic and disaster prevention. It will be held at The Venetian Macao Convention and Exhibition Center from November 19 to 21. Each year, experts and scholars in relevant fields are invited to discuss and share governance experience in response to specific environmental crises. To cope with the COVID-19 epidemic, this year’s IECMF will be especially focused on epidemic prevention and control. China’s leading figures in the area of prevention and treatment of respiratory infectious diseases, major task forces working on the frontlines of the fight against COVID-19, environmental management experts, and specialists in urban construction and disaster prevention will be invited to the forum as important speakers. As for the exhibition, there will be three exhibition areas available, namely the Macao Exhibition Area, the Guangdong-Hong Kong-Macao Greater Bay Area Exhibition Area, and the Hong Kong and Overseas Regions Exhibition Area. In addition, an International Disasters Information Pavilion, a Macao Local Disasters Information Pavilion and a Six Casino Operators Information Pavilion will be specially set up.
According to Mr. Si Ka Lon, the coronavirus has been raging for months, bringing severe challenges to public health governance in all countries. Environmental governance is a global concern. Therefore, the only solution is to do an in-depth summary of the experience in crisis response management, pool each country’s strengths, and improve the structure of environmental governance, which is in sore need of a platform to share cases, accumulate intelligence, cooperate in scientific research, and incubate achievements. With its core advantage of integrating Chinese and Western cultures in Macao, the IECMF is jointly organized by the MICE Alliance of Guangdong-Hong Kong-Macao Greater Bay Area, expected to have an influence on Portuguese-speaking countries. Internationally-renowned experts and scholars will be invited to participate, showcasing China’s experience in epidemic prevention and control, giving full play to collective action and a spirit of cooperation, and driving the development of disaster relief resources, educational institutions, medical supplies, big data management, finance and insurance, and other related sectors.
Mr. Lam Chong In said that thanks to the Chinese mainland and Macao’s joint prevention and control of the epidemic, the gradual recovery of people’s consumption and the market economies in the two places has provided a foundation for the development of the MICE industry in the second half of the year. This year, the IECMF will focus on infectious diseases, insect pests, natural disasters, human living environment, etc. For example, the maintenance of elevators in community buildings in Macao and the practice of green procurement in casinos are environmental crisis management measures. The selected exhibits include electrostatic air sterilizers, human organoid culture media, isolation diagnosis tables for medical purposes, 5G intelligent robots for epidemic prevention, large flood gates and intelligent unmanned apparatus. An online exhibition mall will be newly added this time to promote new modes of online exhibition and procurement. He also said that the event will be held in accordance with the guidelines of the Global Association of the Exhibition Industry (UFI) and the Government of the Macao Special Administrative Region with regard to epidemic prevention measures, adding that intelligent disinfection facilities and security systems will be put in place for the first time ever at the exhibition venue.
Dr. Wilfred Wong agreed with the idea of holding the IECMF, saying that crisis responses demonstrate social care, and that the forum is of great significance to the nearly 110 million people living in the Guangdong-Hong Kong-Macao Greater Bay Area and to a total population of more than 500 million if Portuguese-speaking countries are included. He also introduced Sands China’s responses to the epidemic, including actively purchasing various anti-epidemic materials from sources across the world, supporting local social service agencies in anti-epidemic work, taking the lead in setting up anti-epidemic barriers at gaming tables to protect guests, and obtaining the international accreditation of “Clean Companies” from third-party agencies to welcome visitors in a healthy and safe environment. He said that the company has always been committed to environmental protection, mentioning the promotion of vegetarian food on every Green Monday and the introduction of a health information station to encourage team members to develop good habits.

China’s leading figures in the area of prevention and treatment of respiratory infectious diseases, major task forces working on the frontlines of the fight against COVID-19, environmental management experts, and specialists in urban construction and disaster prevention will be invited to the forum as important speakers. As for the exhibition, there will be three exhibition areas available, namely the Macao Exhibition Area, the Guangdong-Hong Kong-Macao Greater Bay Area Exhibition Area, and the Hong Kong and Overseas Regions Exhibition Area, to showcase products and services related to medical treatment and epidemic prevention, public health, health resources, environmental crisis prevention and response management, disaster relief resources, health and safety regarding air quality, waste water and water resources, educational resources, unmanned apparatus, big data management, finance and insurance. Among them, some have been selected to be exhibited, including electrostatic air sterilizers, human organoid culture media, isolation diagnosis tables for medical purposes, 5G intelligent robots for epidemic prevention, large flood gates and intelligent unmanned apparatus.
Mr. Si Ka Lon said that the outbreak of COVID-19 once again exposed the importance and urgency of global cooperation in the field of green development. China has demonstrated incomparable systematic strengths and advanced management experience in the prevention and control of the epidemic, and the joint prevention and control system put in place in the Guangdong-Hong Kong-Macao Greater Bay Area has also become an important example for regional cooperation and governance. It is expected, he said, that the IECMF could serve to promote international cooperation in environmental crisis management and deepen regional cooperation between cities in the Greater Bay Area in crisis management. On the one hand, he explained, it will leverage the role of Macao as a platform for Chinese and Western cultural exchanges, offering “Chinese wisdom” to international environmental crisis management and at the same time drawing on international experience, in an effort to facilitate exchanges of relevant experience between different countries and regions. On the other hand, it will serve as a platform for research institutions, businesses and purchasers in the sector of environmental crisis management from Guangdong, Hong Kong and Macao to transform achievements, explore business opportunities, and match supply and demand, he added.
According to Mr. Lam Chong In, COVID-19 has resulted in successive cancellation of a series of events scheduled for the first half of this year in the local MICE industry. The entire industry has suffered huge losses. He expressed his expectation that this year’s IECMF could promote the gradual resumption of operation by service providers, construction companies, advertisement and publicity, public promotion, logistics and transport sectors. This year’s exhibition is believed to actively explore a new form of the MICE industry and vigorously promote new modes of online exhibition and procurement by offering an online exhibition mall.
